Mr. Clark founded QPC INC. in 2005. Mr. Clark served as the Operations Manager for the Western Region of Arizona American Water (2002-2004), the General Manager of Citizens Water Resources Mohave Operations (2000-2002), and Manager of Operations Services for Citizens Water Resources (1998-2000). Prior to that Mr. Clark worked for NiSource an electric and gas utility company for over 16 years in various managerial positions. Mr. Clark has over twenty five years of experience in utility management. Mr. Clark is a licensed Arizona Water Treatment, Water Distribution, Wastewater Treatment and Wastewater Collection Operator. Mr. Clark received his MBA from Indiana University and is a Certified Cash Manager. He is presently a member of the Bullhead City Water Advisory Committee, Mohave County Water Authority, Vice Chairman, Mohave County Airport Authority Board of Directors, Arizona Water Association, Mohave County Industrial Development Authority Vice Chairman, Agribusiness and Water Council of Arizona Board of Directors, executive and Finance Committee Member, National Water Resources and Colorado River Users Association Member, BullHead City Councilman and also participates with local, regional, state, tribal and federal agencies on various issues.
